　　A: Registration for the Junior National Accountant Qualification Exam 2018 shall be made online like before, and payments shall be made online as well. The web address for registration is the official website of Shanghai Municipal Finance Bureau (www.czj.sh.gov.cn). The first period of time open for registration lasts from 10:00 am, November 13, 2017 to 24:00 midnight, November 17, 2017, and the second registration period is from 10:00 am, November 27, 2017 to 24:00 midnight, November 30, 2017.

　　Q2: What is a paperless exam?

　　A: The Leading Group Office for the National Accountant Qualification Exam demands that the 2018 Junior Accountant Qualification Exam in Shanghai, and also throughout China, shall be a paperless exam. 

　　A paperless exam means, literally, an exam without test paper or answer sheets. All questions will appear on the computer interface only, and examinees answer them also on the computer interface with the help of mouse and keyboard.

 

　　Q3: What is the regulation concerning the applicants’ academic background?

　　A: Applicants to sign up for the Junior National Accountant Qualification Examination must at least have a high school diploma accredited by a governmental education authority. A high school diploma includes certificates from a general high school, a general vocational school, a vocational school for adults, a vocational high school or a technical school.

　　A: Applicants from Hong Kong and Macao should register their ID card information, and applicants from Taiwan should register the information on their Mainland Travel Permit for Taiwan Residents.

　　Q5: Does the requirement for a letter of undertaking still apply this year? How can I make the pledge online?

　　A: A letter of undertaking is still required this year for the purpose of enhancing the professional ethics and integrity of accountants. Applicants must make the pledge online following the online registration instructions.

　　Q6: What punishments are examinees being liable to for cheating?

　　A: Examinees found cheating will be punished in accordance with the Provisions for Handling Cheating in Professional Qualification Exams" promulgated by MOHRSS. Within two weeks after the exam, information concerning cheaters, after verification, will be published on the official website of Shanghai Professional Testing Authority: www.spta.gov.cn, as well as the punishment decision. 

　　After the examination, the exam organizer will identify and confirm plagiarism and other acts of cheating by technological means. Any paper found to have plagiarism will be invalidated, while test takers found to have plagiarized or cheated in other ways will be subject to punishment according to relevant legal or administrative provisions.

　　Under Amendment IX to the Criminal Law of the People's Republic of China, replacing others or letting others take their place in exams, using forged, altered or stolen identity documents of others, providing or using cheating equipment such as radio equipment, providing or buying and selling questions and answers, organizing or assisting in the organization of cheating are criminal acts and the perpetrators are liable to criminal detention, custody, fine, a term of imprisonment of less than three years or, in case of serious offense, imprisonment for three to seven years.

　　Q7: What are the regulations concerning household registration, especially for university students?

　　A: According to the national administrative rule that applicant should register for national professional qualification exams with the local authority, only permanent residents (with household registration), or students of institutions of higher learning in Shanghai, or people residing in Shanghai with a valid residence permit (not including temporary residence permit) , or other people meeting similar conditions can sign up for and take the Junior National Accountant Qualification Exam in Shanghai. 

　　Applicants should pledge to meet the above registration requirements. Passing certificates will be issued only after the registration information is double-checked and confirmed to be compliant with this regulation. Non-compliant examinees or examinees who have made a false pledge will be handled according to relevant provisions. 

　　Q8: How can I enter my name that includes a rare Chinese character?

　　A: Any applicant who has any rare Chinese character in his or her name should first make a sign “_ _” (underline) on the Notepad in the Windows operating system, and copy the sign. Then in the registration interface, the sign can be pasted in the place of the rare word. After downloading and printing admission ticket, the applicant can go to Shanghai Professional Testing Authority at Building 40, 120 Caobao Road, Xuhui District (Tel: 61969099) for error registration. If you do not make the registration, you will not be able to take the exam.

　　Q9: What are the key matters I must pay attention to during online registration?

　　A: 1. Applicants should read relevant instructions and check their own documents carefully to make sure that they meet the requirements. Applicants cannot refund ANY payment already made.

　　 2. Applicants are accountable for the truthfulness and validity of the information they provide. This commitment is a prerequisite for getting the passing certificate as said before.  

　　 3. Applicants must not register in the name of other people. Otherwise, the applicant must be liable to any consequence or disputes arising therefrom. 

　　 4. Applicants must register valid residence (ID) information. Passport information is invalid for registration, either for Chinese citizens or foreigners. 

　　 5. The registration system only supports IE browser which must be set according to the instructions. If they use other browsers or do not reset the IE browser as instructed, applicants may be unable to log into the registration system, and you cannot make payments or upload photos. See the registration instructions for specific requirements about resetting the browser.   

　　 6. All applicants should register a user account before signing up for the exam. Applicants who have registered but failed to pass the previous examination need to re-register this year.

　　 7.  Applicants must make sure that they remember their account number and password which are needed for making inquiries or modifications to their registration information, printing their admission ticket and getting their exam result. In case an applicant forgets the account number or password, he or she can click the box "Find back the account number and password" on the login interface, and enter the registration information as instructed to retrieve the number or password. For retrieving the account number, the applicant needs to enter the number of his or her ID, residence permit or Mainland Travel Permit, as well as his or her name; for retrieving the password, the applicant needs to enter the registered phone number and reset the security questions and answers.

　　 8. In the process of registration, applicants can modify the registration information before completing the payment. After confirmation of payment, however, the registered information cannot be changed.

　　 9.  Registration will be successful and completed after applicants submit the registration information and pay the fees, and then applicants will receive the confirmation information. Any applicant who fails to submit their information or pay the fees before the deadline is considered as giving up the right to registration. 

　　 10. Applicants who have completed the registration should be download and print their admission ticket within a set deadline, or otherwise they would be considered as giving up the right to take the exam. 

　　Q10.  How can I make online payments? Is it necessary to use the applicant's own bank card for online payment?

　　A: Any applicant can pay the fees through the UnionPay system with any bank card that carries a "UnionPay" mark and has been licensed for online payment (cards issued by ICBC or CMB are recommended). In other words, the online payment can be made with any usable bank card, in addition to the applicant's own. In case of any problem, please call 95534-6 for UnionPay customer service. 

　　If repeated payments are made as requested by the online system or for any other reason, UnionPay will automatically check the account after the registration is completed, and refunds will be made to the paying card within about one month. The exact time of refund depends on the settlement speed of the card-issuing bank.

　　Q11: What do CITY and LOCATION OF REGISTRATION mean in the registration system?

　　A: The terms CITY and LOCATION OF REGISTRATION in the registration system refer to the administrative area where an applicant will take the exam. The specific date, time and room for the exam are randomly arranged by the computer system, and the admission ticket shall prevail.

　　Q12: How are photo processing tools used? What are the requirements and purpose for uploading photos?

　　A: 1. Photo processing tools are tools for checking and processing registration photos, and only qualified electronic photos can be uploaded in the registration process. It must be noted that the descriptions on the interface are the general requirements at the national level but do not apply to Shanghai. The local registration system of Shanghai requires updated photo processing tools and there is a special note in the corner. Uploaded electronic photos will be used for applicants to take the examination and the qualification authority to prepare the passing certificate. Please be sure to register according to the requirements of the city to set up operations. So, for their own benefit, applicants must follow the specific instructions for Shanghai.

　　 2. Source photos must be standard digital photos in JPG or JPEG format, with blue background, document size greater than 30K, Pixel ≧300*215.

　　　　3. In order to ensure the clarity of the photos, applicants must not amplify photos that fall too much short of the pixel requirement and use them for registration.  

　　　　4. Click the “Open Photo” button to select the photo. If the selected photo is qualified, the system will automatically cut the photo to the required size. Then, click the “Save Photo” button to save the qualified photo file (the default file name is registration_photo.JPG). 

　　　　5. Applicants are accountable for the quality of uploaded photos, and responsible for the influence of poor photo quality on the outcome of exam and execution of passing certificates.

　　Q13: How much is the registration fee and the test fee? How can I pay the fees? 

　　A: As approved by the pricing authority of the municipal government, the registration fee is RMB 10 yuan and the test fee is RMB 40 yuan per subject. The registration fee, test fee and charges for books or coaching materials for the exam should be paid through online banking system during registration. Payment should be made before the registration is completed, or otherwise the registration is failed. 

　　Q14: How can I order the exam syllabus and coaching materials?

　　A: For the Junior National Accountant Qualification Exam 2018, the applicable syllabus shall be the one revised and approved by the Leading Group Office for the National Accountant Qualification Exam. The exam syllabus and coaching materials can be ordered online amid the registration process.

　　Q15: How are the examination syllabus and coaching materials delivered to applicants?

　　A: 1. The ordered examination syllabus and coaching materials will be delivered to applicants by courier service. They will normally arrive at the hands of applicants within one week after they are transported to the city. 

　　 2. Each applicant can only order a set of test books, including the syllabus and coaching materials and pay a courier fee of RMB 8 yuan, even if they order less than a whole set. The receipt of the registration fee, the test fee and payment for books will be delivered together with the books by the courier. See the registration instructions for more information.  

　　 3. Courier delivery service is limited within the boundaries of the city. If the registered address is outside Shanghai, the courier service will be denied. 

　　 4. According to the Leading Group Office’s requirement, after the registration period ends on November 30, 2017, and the City has collected all orders, the publishing house will ship the ordered books and coaching materials to the city. After the books arrive in the city, there is still a lot of sorting and packaging work to be done before the delivery can be made. Therefore, under normal circumstances, applicants will receive their books in late December 2017.

　　A: 1. For applicants who have ordered the syllabus and coaching materials, the receipts of the registration fee, the test fee and payment for books will be delivered together with the books by courier.

Applicants who have not ordered the syllabus or coaching materials may claim the receipt of the registration fee and the test fee at the local Finance Bureau office before December 31, 2017, with their ID card and registration number. If the receipt is not claimed before December 31, 2017, it shall be deemed as given up.

　　Q17: When should I print my admission ticket?

　　A: Applicants who have successfully complete their registration should download their admission ticket from the website of Shanghai Municipal Finance Bureau (www.czj.sh.gov.cn) and print it from 10:00 am, May 4, 2018 to 24:00 midnight, May 8, 2018. Any applicant who fails to print the admission ticket within the above time frame is deemed as giving up the exam.

　　Q18: When can I check the exam result?

　　A: In the Leading Group Office’s schedule, the results will be posted on the website of Shanghai Municipal Finance Bureau (www.czj.sh.gov.cn) and the website of Shanghai Professional Testing Authority (www.spta.gov.cn) before June 10, 2018. Examinees can check their own result on either website. 

　　Q19: What documents are needed to claim the qualification certificate?

　　A: Whoever have passed the exam may claim their passing or qualification certificate with: their ID card, diploma, residence permit, identify proof by employer, and students’ identity certificate. 

　　Q20: What can I do if I lose my ID card or admission ticket before the exam?

　　A: Applicants who unfortunately lose their ID card before taking the exam must report to the local police office and get a replacement ID card or identity proof documents (with photos). Any applicant who loses his or her admission ticket must download and print the ticket again within the time frame as described above.
