In August, the local government expenditures amount to RMB 16.33 billion, RMB 1.35 billion or 9% higher than the previous year, in which the Municipal-level expenditures are RMB 3.72 billion, RMB 0.58 billion or 13.4% down from the previous year.

From January to August, the total local government expenditures of the Municipality amount to RMB 182.01 billion, RMB 37.2 billion or 25.7% higher than the previous year, in which the Municipal-level expenditures are RMB 59.83 billion, RMB 9.55 billion or 19% up from the previous year.

Of the local government expenditures of the Municipality, priority is still given to industrial restructuring and the improvement of the people's livelihood. From January to August, expenditures on scientific and technological development and environment conservation increase by 133.8% and 99% respectively, mainly including special funds for science projects, commercialization of cutting-edge technologies, independent innovation, development for high-tech industries, and energy efficiency and emissions reduction. And expenditures on social security and employment, public health, and agriculture, forest and water affairs rise by 15.4%, 26.3% and 67.5% respectively, and mainly address issues concerning the people’s livelihood, such as medical insurance for urban residents and colleges students, subsidies for endowment insurance, social security for the aged without guarantee, comprehensive development of agriculture and reconstruction of rural villages.
