In the first three quarters of 2010, the total local government expenditures amount to RMB 217.27 billion, RMB 54.27 billion or 33.3% higher than the previous year, in which the Municipal-level expenditures are RMB 79.42 billion, RMB 23.95 billion or 43.2% up from the previous year.

In the first three quarters, the structure of local government expenditures further optimizes, and the priority is still given to industrial restructuring and the improvement of the people's livelihood. on scientific and technological development and environment conservation increase by 138.1% and 09.4% respectively, mainly including special funds for the commercialization of cutting-edge technologies, independent innovation, the development for high-tech industries, and energy efficiency and emissions reduction. Expenditures on social security and employment, public health, and agriculture, forest and water affairs rise by 12.4%, 25.6% and 69.2% respectively and mainly address issues concerning the people’s livelihood, such as medical insurance for urban residents and college students, subsidies for endowment insurance, social security for the aged without guarantee, comprehensive development of agriculture and sewage treatment in rural areas.
