In October, the local government expenditures amount to RMB 17.49 billion, RMB 0.37 billion or 2.2% higher than the previous year, in which the Municipal-level expenditures are RMB 5.43 billion, RMB 1.1 billion or 25.3% up from the previous year.

Of the local government expenditures of the Municipality, priority is still given to industrial restructuring and the improvement of the people's livelihood. In October, expenditures on environmental conservation, education and public health increase by 75.9%, 65.2% and 8.2% respectively, including mainly subsidies for promoting fuel efficient automotives, urban sewage and sludge treatment, special funds for compulsory education in the suburbs and areas short of funding, college cultural development, food and drug sampling investigation, and the development of Traditional Chinese Medicine.

The total local government expenditures of the Municipality from January to October 2010 amount to RMB 234.75 billion, up 30.3% from the previous year.
