In August 2011, the local government expenditures of the Municipality amount to RMB 20.33 billion, RMB 4 billion or 24.5% higher than the previous year, in which the Municipal-level expenditures amount to RMB 4.64 billion, RMB 0.92 billion or 24.6% up from the previous year. The total local government expenditures of the Municipality from January to August 2011 amount to RMB 205.73 billion, 13% higher than the previous year.

Aiming at the key targets of fiscal expenditures approved by the Municipal People's Congress early this year, the finance bureaus of the Municipality have tried to further optimize its fiscal expenditure structure, increasing the fiscal input in innovation, economic and industrial restructuring and the improvement of people's livelihood. In August, expenditures on education, public health, social security and employment promotion, mainly including special funding for the development of local higher education institutions, medical aid and medical allowance of the disabled, have basically fulfilled their targets.
