In October 2011, the local government expenditures of the Municipality amount to RMB 19.88 billion, RMB 2.4 billion or 13.7% higher than the previous year. From January to October 2011, the local government expenditures of the Municipality amount to RMB 251.25 billion, 7% higher than the previous year.

Aiming at the key targets of local fiscal expenditures approved by the Municipal People's Congress early this year, the finance bureaus of the Municipality have tried to further optimize its fiscal expenditure structure, increasing the fiscal input in innovation, economic and industrial restructuring and the improvement of people's livelihood. In October, expenditures on education, science and technology, social security and employment promotion, and public health have basically fulfilled their targets.
