In Oct. 2012,the local government expenditures of Shanghai Municipality amount to RMB 20.61 billion, which represents an annual increase of 3.6% or RMB 0.72 billion more than Oct. 2011. From Jan. to Oct. 2012, the total local government expenditures of Shanghai Municipality amount to RMB 290.74 billion, up 15.7% from the previous year.

In Oct. 2012, the goals of funding social security and employment, public health, energy and environment conservation, and agricultural, forestry and water resources development have been well fulfilled. The key items of expenditure include minimum living allowance for urban and rural residents, funds earmarked for building new Grade Ⅲ hospitals in the suburbs, funds earmarked for facilitating the adjustment of industrial structure, and funds earmarked for strengthening agricultural development through science and technology.
