In the first half of 2014, the local government expenditures of Shanghai Municipality amount to RMB 227.81 billion, RMB 26.23 billion more than the previous year, which represents an annual rise of 13%.　　　　
In the first half of the year, Shanghai Municipal government has made consistent efforts to improve the structure of local government expenditures. On the basis of overall consideration, the government spending has focused on: 1. economic restructuring and upgrading; 2. ecological development; 3. coordinated development of the urban and rural integrationand 4. social development programs, especially those involving people’s livelihood.
